CitiusTech Technical Lead interview questions

The interview process was okay. Even though I managed to clear all technical & managerial rounds very well, it has been 3 weeks I am waiting for an offer letter. If the offer letter release takes this long why to bother candidates to go through hour long interview calls and simply waste their time. The HR used to convey everything on time during interview process but since this CTC approval started he has started ignoring all my calls, messages and emails. My other offer is for another city & citiustech being in same city is my first preference. But they have just stuck me in middle and it got too late for me to start my setup in another city because of their delays. They kept saying the offer will be release today and tomorrow for the last whole 2 weeks and there is still no offer with me. Extremely unprofessional behaviour
