In my previous company - we don't bother the manager for anything associated with deliverables/or deciding the quality metrics or for anything. We barely work with manager for other innovation/organizational activities. In fact, being veterans in that space, none expects such things in believe. since the interviewer was unhappy with that kind of culture with the little space we are giving to the manager. Don't know what he was expecting though :) Otherwise, over all experience was not that bad.
