- there is no strategy in project delivery; everything is done chaotically. - those in management fight every day to highlight their role, through micromanagement and redundant meetings - no one owns anything, everyone is desperately trying to keep their position - there is a feeling of humiliation between managers if one does more than the other - at meetings, people quarrel more than in the market - any involvement is seen as a sign of stupidity
