Learning comes from poor training or lack of it. . Generation of resilience is created through battling with other areas even when there is a common goal. There are no procedures in place nor service level agreements and when someone tries Implementing them there is no respect towards it. Nepotism is a big part of the culture. There is no coherence. There is a lot of speculation within the organization. And there is no job security, not even if you're a good performer.
