Decisions are made at the top in a very hierarchical organization. There is no delegation of responsibilities, only duties. Strategies and decisions are made by a small group of individuals, and since they are constantly involved in every aspect of the organization, they are often fatigued. As a result, they fail to fully leverage the diverse perspectives and talents of the many capable minds within the company. This leads to mediocre decision-making, which has contributed to the stagnant growth over the past several years.
