Pros
Good learning experience for beginner developers fresh out of university.
Cons
The department that works for internal clients has serious issues with work culture since people are actually not required to do work to be there and get paid. Regular employees are required to take up the slack of underperforming employees and the only thing managers can do about underperforming employees is to pass them onto another manager but most of the time they can do nothing about it.
