Okta interview questions

Poor ending to a good start. Met virtually with the recruiter, hiring manager, and team members. For the final round they wanted me to meet with the head of the department. After not hearing back for a week after submitting my availability I followed up with the recruiter who reassured me that they haven’t forgotten and the department head was just very busy. A day later I got rejected citing that they were very excited about another candidate and therefore moved quickly with them (even with the department head). This is confusing and inconsistent with what I was told. Disappointing they would even request to schedule a final round interview if they didn’t intend on following through.
