But you may struggle to do the right thing. The lack of structure is a result of poor governance. This allows some heads to prioritize personal needs over business needs. For example, capital is allocated based on personal connections rather than on merit. Or mistakes are concealed with false details. You will be caught between supporting such behavior or being retaliated against.
